You could add some mycorrhizae to the system to see if that helps but it looks like an oxygen issue to me. Is there a buildup of gunk in the system? If so, a cleanout/sterilization can't hurt.

In my opinion, your problem is the Sure To Grow media.
It could be the media if it holds a lot of water and doesn't allow enough air, rockwool has a similar problem especially when in constant contact with nutrients. That would create a low oxygen situation...

Quick update. Its been awhile but i think i've got everything back and going good now. I added some hydrogryme or whatever its called and that seemed to fix things.
Hey all, sorry its been awhile since i posted some updates. I will have some pictures to post up soon.
I tried for awhile to get my hydroponics system up and running but ultimately the system i designed was not the best design for the plants I was trying to grow. They grow far to big to fit things. So i decided to scrap the hydro system for now and will probably use it next season for smaller plants such as lettuce and small tiny tim tomato plants.
As far as the root rot problem i was having, i'm pretty sure it was due to the temperature of my reservoir. I believe i had the root rot problem far before i got my water chiller so once i did get my temps down to 68-70 degrees the problem was already there so it didn't fix anything, but the addition of they hydrogryme cleared up the problem almost over night and my plants took off.
So while i was growing plants in my hydro system I was also growing about 25-30 plants in fabric pots outside through out the summer. Out of the 30ish varieties that I planted I decided on about 7 to over winter. So I cleared out the hydro system that was in my grow tent and moved these 7 plants into the tent. I believe they are the following
7 Pod Large 7 Pod Brain Strain Fatali Yellow x2 Fatali Red Jalapeno Congo Brown
The 7 pod's and Fatali yellows started in 5 gallon pots and are now in 10 gallon pots. I plan on growing these plants into small trees. I have 25 gallon pots to put them up to when the time comes. The LED lights are working great! Plants are growing like crazy under them, the plants stalled come late season with growing pods. Soon as i got them into the tent with the temps right and under the lights, they started to set pods again. So i should be getting pods all winter!
