well any of the cooltubes that i have found are around 24" long so they would just fit in the grow room, unless i modified them, and the closet is just big enough to route 6" tube out of it to the top, where the fan and filter would be, because my ceiling is 8ft, this is also where my ballasts would be, all mounted to a peice of plywood screwed to the ceiling,
also, i wrote that wrong, the cooltubes are 27 inches long so i will have to cut them :/ :@ or do a fancy circle, like this, but i will have to make a frame for the lights,

I would think that they make smaller hoods for small lights like 250w. The tubes might be 24" long but they're only 6" around. what's the diameter/length of the filter? If you have room for ballasts, you may have room for a filter too; filter up from ballasts in the rear...

Yeah i finally got off my phone and looked on the computor, i found a nice one that will measure 22x22" so now i will have one that can fit, ive mostly been on ebay so i can keep it in canada, I dont know about border fees and i dont want to spend extra money where i dont have to, but, i noticed that this store had blackstar leds, you know them? how many watts of them would i need? it doesnt say the actual watts...
The blackstar 240w (flowering edition) is about 135w actual draw (according to NateJ) so you'd need about 3 of them. Same if you went with the CLW SolarFlare 200w which is about 165w actual draw. You'd have less light with the blackstar lights. The blackstar uses 3w diodes, the SF uses 5w diodes. I'm not sure of the prices for either...

the blackstar would be $40 more but without border fees,so it would be cheaper, and then i would only need the fan for temperature control in the grow area, but i would lose around 80+/- watts for the ballasts and the extra cooling, or would cooling have to be about the same?
You would need 3 of the blackstar 240w lights, is that cheaper than 2 HIDs? You'd also have less light...
Are you sure that you're not looking at one of their smaller lights? They make different sizes.

yes three blackstars would be less light, and just about 1&1/3 the price, but without the other 110w fan out, the energy savings will recouperate over the lights rated 7 years, although i will replace them way before that, if i went led, i would try a perpetual harvest, flowering new clones at about a foot, having a step system and 1 Blackstar in mother/veg in 2x2 and two Blackstar in the flower side, with three flowing plants, every three weeks or so having to harvest an ounce or so? is this realistic for first time?
Do you plan to divide up the 2x4 or is that space just for flower? You'll need 3 blackstar 240w lights *just* for that 2x4 space and it'll be about 20% less light and less yield.
Regarding perpetual harvests; unless you run your veg side 24/0 you can't keep a mother in there too and you'll still need another space for cloning. I always suggest 1 small area for clones, 1 small area for mother(s), 1 area for veg and an area about twice as big as the veg area for flowering with at least two flowering lights. That's for 1 harvest per month, assuming that you're using an 8 week flowering strain. You'd have to make other adjustments depending on strains/flower times.
As far as yield goes, that has a lot of factors to take into consideration. If you got .5g/w at first I'd be surprised. If you threw enough light at it, you could certainly get more than an ounce per month but cutting corners means cutting yield. I wouldn't try to estimate yield based on your proposed setup.

Yes i was planning to split it and light tight the veg side and have one blackstar on a mother and 1-2 rooted clones,
i would find a cloner but im sure i could make something, or just try rooting directly in soil with a dome, i have had success with that before,
the flower side would be the other half and have the other two lights for more intensity, even more than hid,67.5w/sqft just less space, and i probably would have tried the split with hid, but had more heat issues
