One of them is wrong...

Either the light exhaust is blowing on/towards the "high" thermometer or one of them is defective. Can you direct one of the oscillating fans towards the thermometer and the other blowing up towards the light?

This Sunday I intend to put up my 2x4x7 tent but since I am using DWC Supercloset system, how can I transplant from DWC to Ebb and Flow?

That depends on how big the plants are and the medium. If you use hydroton you can ebb/flow in that but you can't transplant from DWC to Rockwool if that's what you had in mind. The SS400w will perform better in a 2x3 area than a 2x4 area. 4' is too long for that light, imho...

I was transplanting into hydroton, do I just pull the roots out of the net pots?

Also why do you feel that 2x4 foot area wont perform properly?

I would transplant the netpots into the flood tray instead of trying to separate the roots from the netpots.

Because 4 feet long is too long for the light to cover evenly. You'd end up with much less light at the edges.

I understand, I can always do a 2x3 area in the ebb an flow.

What size light would I need for even coverage light

That's true; even if the tent is 2x4 you don't have to use the whole space for growing...and I wouldn't with just one light.

The problem isn't exactly the power of the light it's shape of the room; square is better than rectangle and the longer the rectangle the worse it becomes. 2 lights would cover a 2x4 rectangle better than one light. 2x3 is still a rectangle but it's much less of a problem than 2x4. 1x8 would be even worse although it's the same square footage; you'd want 6-8 smaller lights to cover that.

What are the heights I should use on the lights?

I think that CLW suggests 18-24" above the canopy for their lights...
