When you're composing/replying there should be a tab below the text box that says "Upload attachment" from there you should see a button to allow you to "Browse" your computer for pictures and select what you want, clicking "Add the file." Then you Submit your post as usual.
Also, it seems that apple products are having the most problems, you may need to install an alternate browser like Firefox or Chrome and try again...
(pictures do have be under 1meg so either a quality adjustment or re-sizing may be needed too)
