100 watt bloom booster

Does anyone know if that would be sufficient enough in a 48"x38" sea of green chamber on a tight budget and want to start with the best thanks

Not a chance, it'll barely cover 14"x14" in flower. To cover 3'x4' you'd need a SS800w (or other 600+w flowering high powered LED/HID light) if you wanted top shelf results.
