I think that 16" should be a good distance. If the temp at your canopy doesn't get too hot you're good. Those LEDs are pretty great about directing the heat away from the plants, so you won't need to worry about he radiant part of the heat as much as with HID.
When I used the Clonex in transplant, I gently scraped the back of a razor against the stem, not cutting exactly, but more scratching. Like you would use your fingernail to scratch a bug bite. I have no doubt that cutting to some degree would help the clonex, but I'd think they'd have to be very tiny cuts to not damage the delicate stem. When cloning from a mother, the entire principle behind the cut is to increase surface area from which roots can develop. So when cloning, a diagonal cut and a vertical cut down the stem are a great idea. Since your seedlings already have roots, there's no reason to go as far as a full on slice. You don't want them to stress too much, just shoot some roots sideways! IMHO.
Use your judgement though, and maybe something duller than a razor (like sterilized trim scissors) would scratch nicely without cutting.
You don't need to take a picture for proof, I believe you on your fan. actually though I would be interested to see the rest of your tent if you get a chance. Is the fan just a table oscillating unit near a vent in the ground? The way I'm imagining this, you have a HPS flower tent, and a LED veg tent... But you pull air through the flower tent to the LED tent, and then vent? And is that a vent-only cooled SunSystems hood I see?
Forgive all my questions. Just want to know more about your grow, and how you your control heat. Always an interesting topic for me.
Cool cell phone trick. If it's an iPhone, I wish I knew about the trick about 4 months ago back when I started taking pictures of my LED stuff. Now I'm back to HPS and they're just yellow. So Blasé. Ha ha ha!
